Please read the article by Hiraoki Kuromiya.  (Full citation: Kuromiya, Hiroaki. "Stalin and His Era." The Historical Journal 50, no. 3 (2007): 711-24.)  Professor Kuromiya is a leading scholar of the Soviet Union under Stalin.  Although this article is 10-years old, it still provides a thorough summary the latest historical research on Stalin.

In a 2-3 page paper, explain what we know about Stalin's personal involvement in the Terror and, perhaps more importantly, what do we not know.  What is Kuromiya's own analysis of Stalin's motivations for the Terror?
