The aims of this task are to enable you to apply your knowledge from the programme to the evaluation and analysis of a ‘flagship’ infrastructure construction project of your choice to issues pertaining to ‘sustainable development’. This involves implementing lessons from the core modules to develop an integrated approach to the understanding of how infrastructure construction projects contribute to the economic, social and environmental development of rural  and/or urban localities. This involves:

 

  • Demonstrating the application of lessons learned from core modules to a case study.
  • Analysing the myriad of definitions and approaches of sustainable development and proposing one that would most suit the context of the case study.
  • Synthesizing a range of theories and practices from different modules into a framework for

evaluating the sustainable development approach adopted in the case study.

  • Evaluating  strengths,  weaknesses,  threats  and  opportunities  presented  by  the  sustainable development strategy for the flagship project.
  • Examining how infrastructure projects contribute to delivering sustainable development goals

in emerging economies.

Objectives

 

  • To critique the diverse and often conflicting nature of the concept of sustainable development and how this may impact on its mobilisation in the context of emerging economies.
  • To identify a ‘flagship’ infrastructure construction project which offers a well-defined ‘sustainable

development’ strategy.

  • To scrutinize the above strategy, its implementation and its outcome and identify the extent to which it has delivered expectations.
  • To organize and produce a case study report that demonstrates a clear understanding of how flagship infrastructure projects in developing and emerging economies contribute to the economic, social and environmental development of rural/urban/local contexts.

Task

 

Imagine that you have been recently appointed as a construction advisor to an NGO involved in ‘international development’. Their area of specialization is in development of infrastructure projects in developing and emerging economies. This NGO has overseen the construction of an infrastructure project in the region and is required by the project’s funders to produce a detailed report on the impact of the project locally. Your expertise lies in providing detailed analysis of the contribution of infrastructure projects to sustainable development. You have been tasked with providing advice on the following issues:

    1. To what extent has the project delivered the sustainable development objectives as set out within its strategy?
    2. Give specific examples of how the project has impacted on the economic development of the region.
    3. Give specific examples of how the project has impacted on the environmental development of the region.
    4. Give specific examples of how the project has impacted on the social development of the region.

Submission

 

Your answers should be clearly separated from each other, each with its own introduction and conclusions. But you should also include an overall summary, introduction and conclusions about sustainable development and in particular in relation to infrastructure development in emerging economies. Use one list of references at the end of the report.

The main text of the submitted report should consist of a section for each question. Marks will be averaged over all four questions for each of the following:

a)    Introduction – what kind of problem is this, and what is your specific focus?

b)   Theory, background and context – overview of the literature on this problem

c)    Analysis and synthesis – weighing up different views and tensioning them against each other and against practical considerations

d)   Use of evidence to support argument – literature and data from research, policy and practice (including data-rich practitioner websites)

e)    Conclusions for the specific question– clarity and utility

An overall conclusions section at the end should explain what has been demonstrated in your report, including implications for future actions by the local government.
