1) Were you surprised when you read Book II Chapter 7 of Rousseau's On the Social Contract? Explain your answer with the support of direct references to the text. Why do you think Locke did not include a similar chapter in his Second Treatise of Government? What does this comparison help us to understand about Locke and/or Rousseau's account of the social contract?
