Performance Work Statement (PWS)

 

DPAC JAMRS FY23 Advertising Consultation

 

Period of Performance 1 May 2023 through 30 April 2024

 

1.0          INTRODUCTION                The Joint Advertising, Market Research and Studies (JAMRS) program, a division of the Defense Personnel Analytics Center, Office of People Analytics (OPA) component of the Defense Human Resources Acitivity (DHRA), requires advertising consultation services including website development and maintenance services in support of the Government’s Fiscal Year 2023 Marketing and Communications Plan.

 

2.0          BACKGROUND

JAMRS is an official Department of Defense (DoD) program whose initiatives help to bolster the effectiveness of all the Services’ recruiting and retention efforts.  The program helps to broaden people’s understanding of Military Service as a career option, and increases the likelihood of adult influencers to recommend service to youth.  Advertising Consultation enables the program to strategically plan, execute, and evaluate targeted advertising campaigns designed to reach these influencers and potential candidates.  

 

3.0          SCOPE   The Contractor shall provide the personnel, management, materials, and equipment necessary to provide the Government with advertising consultation to manage all aspects of marketing communications training; media planning; talent rights and residuals negotiation, execution, and management; and storage for the Government’s integrated media assets.

4.0          REQUIREMENTS      The Contractor shall:

4.1. Provide the Government with advertising account services, management oversight, creative development and production, and brand focused market analysis.  This includes leadership and management of multiple disciplinary advertising account teams working in an integrated manner to provide informed advice on military recruitment outreach recommendations and perform direct marketing, interactive (digital) marketing, brand strategy, publication design, production and printing, social media and public relations; provide 101-level marketing, advertising, and communications training to DoD personnel through workshops and conferences; provide strategic planning for integrated media placements across a full array of traditional media formats, (i.e. mass TV and radio broadcast and digital streaming, Cable print, and nonlinear TV, streaming audio , podcasts, digital and direct marketing vehicles at national and local levels, with primary focus on national reach); provide coordination, execution, management, and maintainence of all talent contracts, talent residuals, music rights, and other information pertaining to the usage or distribution of any broadcast or Internet products, conforming to Screen Actors Guild – American Federation of Television and Radio Artists (SAG-AFTRA) union requirements whenever applicable; and provide climate controlled storage of all developed creative assets.

 

4.2. Provide the Government with an integrated media plan that includes television, digital (online), social media, and direct marketing targeted to the adult influencer audience. The plan shall entail the expected key performance indictors for the campaign, projected flighting information (e.g., dates for airing), and details on the target audience (e.g., general influencer audience, educators, Hispanic influencers, Black influencers) for each media.

 

4.3. Provide the Government with Marketing 101 training (Advertising Boot Camp), to acquaint newly assigned military marketing personnel with best practices for working with their contracted advertising agencies (maximum of 30 attendees).

 

4.3.1. Provide the marketing training via two (2) half-day virtual sessions.  The training shall include presentations on the inner workings of a full-service advertising agency, how account teams work together to provide integrated marketing solutions, and methods for attendees to effectively leverage their agency relationship to achieve maximum results.

 

4.3.2. Provide to boot camp attendees training completion certificates, a training satisfaction survey, and collect and report the survey results.

 

4.4. Secure and Maintain Talent Rights and Residuals

 

4.4.1. Secure all television (Cable plus broadcast sports) and digital (Internet) talent rights for integrated campaign efforts that will result in 12 months of talent residuals.  Maintain secured talent residuals throughout the period of performance.  The Contractor shall be responsible for payment of all residuals.

 

4.5. Provide climate controlled storage for all of the Government’s current integrated media assets, as well as those assets developed over the period of performance.

 

4.5.1. Conduct a semi-annual inventory of materials developed during the contract and provide a report listing all items stored and maintained by the Contractor, and including the storage location and temperature/humidity readings taken from within the storage location.

 

4.6. Provide to the COR and Project Officer a monthly status report.

 

4.7. Coordinate and participate in an integrated account team call to review the status of all projects.

 

4.8. Provide an end-of-year report that integrates across accounts and includes recommendations for emerging media vehicles, tools, and platforms for the Government’s consideration.

5.0          DELIVERABLES   

The Contractor shall provide deliverable(s) in a format mutually agreed upon by the Government and the Contractor.  All deliverables will be reviewed for timeliness, accuracy and format. If a deliverable due date falls on a weekend or holiday, the Contractor shall submit the deliverable on the last work day prior to the due date.  In fulfillment of this effort, the Contractor shall provide the following deliverables to the COR.

6.0          CONTRACTOR MANPOWER REPORTING  

 

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via SCR which has replaced the legacy Enterprise Contractor Manpower Reporting Application (ECMRA).   SCR is located in in the System for Award Management (SAM) (https://sam.gov).  Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.  While inputs may be reported any time during the FY, the reporting period for contractors in SAM is generally open from mid-October to mid-December for reporting against the prior government fiscal year, all data shall be reported no later than October 31 of each calendar year, unless a later date is otherwise authorized by the Department of Defense.

 

7.0          CONTRACTOR TRAVEL 

Anticipated travel includes three (3) one-day strategic planning meetings with the Government in Washington, D.C. by up to four (4) travelers, and participation in one (1) four-day Joint Service Marketing Seminar by up to five (5) travelers in the selected location, estimated to be Orlando, Florida.

 

8.0            SECURITY

 

8.1          Retrieving Identification Media.  The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.Weapons, Firearms, and Ammunition.  Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owened vehicle or privately-owned vehicle while on all DHRA installations.

 

8.2          For Official Use Only (FOUO).  The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements.  This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

 

8.3          Reporting Requirements.  Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.

 

8.4          Key Control/Access Badge Control.  The Contractor shall establish and implement methods of making sure all keys/badges issued to the Contractor are not lost or misplaced and are not used by unauthorized persons.  The Contractor shall not duplicate any keys issued by the Government.

 

9.0          PLACE OF PERFORMANCE

 

The Contractor will be working at the Contractor’s facility.

 

10.0        QUALITY CONTROL         

 

The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS.  The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract. 

 

12.0        QUALITY ASSURANCE                     

 

12.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS.

 

12.2. Contract Discrepancy Report (CDR).  In the event of unsatisfactory contractor performance, the COR or CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service.  The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence.  The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

15.0        PERFORMANCE REQUIREMENT SUMMARY (PRS)                            

 

15.1        Purpose. The PRS lists performance objectives for the required services the Government will surveil. The absence of any contract requirement from the PRS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract including the clauses entitled “Inspection of Services” or “Inspection” or “Default” in the contract. 

 

15.2        Components.  The PRS states the performance objective (required service), and threshold (performance standard, accept and reject points (if applicable)) in either a qualitative or quantitative fashion for each critical success factor.

16.  Mandatory Training Requirement for Contractor:

 

Contractor employees performing under this contract shall complete the following mandatory annually.  If additional mandatory training is required, amendment or modification will be issued to incorporate the changes.
