INTRODUCTION OF PUBLIC PERSONNEL ADMINISTRATION

Public personnel administration is a part of administration which is concerned with people at work and with their relationship within an organization. It refers to the entire spectrum of an organisation's interaction with its human resources from recruitment activity to retirement process. This personnel planning and forecasting, appraising human performance, selection and staffing, training and development and maintenance and improvement of performance and productivity. Personnel administration is serves to enchances the contribution of the employees to create effective organization.

Definition: Personnel administration is an art of managing people or human resources who work for the organization.

Public Personnel Administration (PPA) is a branch of human resource management

that is concerned with the acquisition, development, utilization and compensation of

a public organization’s workforce.

Agencies: In Malaysia, the Public Services Department (PSD) is responsible for job analysis and classification. PSD processed all of things that involves with job like, request for new posts, upgrading and downgrading of posts and even deletion of existing posts.

Recruitment and Selection: Recruitment exist when all the individual are induced to compete for appointments to the civil service and it will end when the applications are received. Selection refers to the screening of applicants to ensure that they possess, among other things, the relevant qualifications, and meet legal requirements such as citizenship and age limit, and making a choice.

IMPORTANCE

•Public personnel administration is an important element of government administrative systems. The effective conduct of the work of government depends upon the people work and how this people are being administered.

 

•The main purpose of PPA is to ensure public organization has enough and competence staff to perform the tasks of the particular organization.

CHALLENGES

 

  • Since the start of the coronavirus pandemic, governments have issued stay-at-home orders over the past year. This has had a ripple effect causing public personnel to operate in a remote online setting compared to the in-person setting that everyone was used to. When working from home, many office workers may have an unreliable Wi-Fi signal where the Wi-Fi signal may be strong in one particular room but weak in another room. This would also affect whenever they have virtual meeting, without strong internet connection they may have a delay and lost audio

 

  • Administrative staff such as health workers are forced to work overtime and have heavy workloads as well as the potential for stigma and discrimination due to the increasingly serious spread of the covid 19 epidemic. Why they have to work overtime is because of the lack of health workers. Working beyond the time limit when covid 19 will disrupt mental health and also put stress due to fatigue to health workers and this will present a challenge for the government to handle it.

  • The challenges that public servants face is lack of integrity. Since Covid-19 has been the core problem to the public servants to do their work, they were directed to work from home. Unfortunately, some of the public servants can’t do their work or task properly. For example, teachers that have to do Online Distance Learning (ODL) since face-to-face learning are not allowed. In this case, some of them may not teach the students. In addition, the government also can’t monitor and make sure every teacher in each school in Malaysia do their work. Thus, it is really important to ensure all the public servants have their own integrity in carrying out duty especially during this pandemic Covid-19.

 

 

SOLUTIONS

  • the solution to this challenge is that the government conducting an integrity assessment is a preventive approach that organizations can implement when faced with the COVID-19 pandemic and current economic challenges. Recruitment, talent management and risks that may cause problems to the organization can be identified earlier and recovery can be done immediately. Thus, understanding, appreciation and awareness of positive values need to be inculcated so that the context of integrity can be understood as a whole. This in turn helps to address issues related to integrity such as corruption, abuse of power, breach of trust and fraud.

 

  • The Ministry of Health Malaysia (MOH) since January 2020 has taken the initiative to provide mental services, psychosocial support and psychosocial support lines to health workers suffering from mental fatigue.The MOH's move should be an example to public service   employers in Malaysia, especially the sectors listed in the First Schedule, Occupational Safety and Health Act 1994 (AKKP 1994).However, looking at the current AKKP 1994 is still not enough to assist employers in addressing issues related to aspects of employee mental health.
