Scenario:

The Missouri Department of Health and Human Services, in partnership with the Oral Health State Plan Workgroup and the Missouri Coalition for Oral Health, has a state oral health plan which can be found here: oral-health-plan-2020-2025.pdf (mo.gov)

The state plan is comprised of seven goals. Corresponding activities have been identified to meet the goals.

Assignment:

As the program evaluator for the oral health program, you have been asked to develop an evaluation plan to:

 

  1. Determine if the plan is being implemented statewide as designed (process evaluation);
  2. The outcomes of the implementation efforts (outcome evaluation); and
  3. The long-term impact of the plan on oral health rates (impact evaluation).

 

Develop a complete (process, outcome, impact) evaluation plan that demonstrates the course topics covered, including:

 

  • Describe how the CDC Evaluation Framework guided the development of the plan;
  • How you developed the evaluation questions;
  • Use of a mixed methods approach;
    • Methodology and a rationale for why that’s appropriate. 
  • The stakeholders that are engaged and how you’ve engaged them;
  • The process you used to develop your evaluation questions 
    • What considerations were made when designing the questions?
  • Evaluation tools, included as appendices to the plan
    • At least one of each:
      • A quantitative survey,
      • An interview or focus group guide,
    • Detail how the evaluation tools link back to your evaluation questions,

 

While you may format your evaluation plan as you choose, you are encouraged to follow the format of the evaluation plan that was included as a resource in Week Six. 

 

At the end of your plan, include a concluding paragraph that identifies what challenges you might face with your evaluation and how might you overcome those challenges. If you budget were to be reduced by 50%, what would you prioritize or leave out? How would you make those decisions?

Your plan and conclusion should be up to 10 pages, double spaced, not including your cover page, data collection tools or bibliography. Students must cite appropriate research to justify decisions made. APA guidelines should be followed.
