The personnel and staff of the two firms merged in June 1998 to form the current law firm of Phillips, Richard & Rind, P.A. Kathleen Phillips was a partner at one of the predecessor firms, formerly known as Kaplan & Bloom, P.A. which provided union-side labor and employment law services for over 30 years in South Florida. Mark Richard headed the other predecessor firm which focused on employment law and labor law for over 25 years. Ms. Phillips and Mr. Richard are now the lead shareholders of our firm and, together, have been practicing labor, employment, and ERISA law for decades. The Accident that Turned into Passion

My passion and inspiration for public administration came by accident when I worked part-time as an Office Service Clerk between 2013 and 2014 while still in high school. It was 'an accident' because I stumbled upon the opportunity while attending an OTJ class at my former high school. However, working as an Office Service Clerk initiated me to the world of Public Administration since I was acquainted with how government policy and legal regulations are implemented, albeit in the private sector.

I was particularly drawn to how government policies and their implementation impacted people's lives and their social well-being. My employer Phillips, Richard & Rind, P.A., offered me a chance to further explore my interests in administration by granting me a chance to pursue an Associate in Science Degree in Paralegal Studies from 2014-2018. During this time, I became a Public Notary in Florida, which helped in developing my interest in public administration.

My experience as a Public Notary taught me the practical fundamentals of serving the public, albeit in non-contentious matters that concern estates, financial transactions, powers-of-attorney, deeds, and business in general. The position helped develop and instill empathy for the greater good, that is, people's interests. I feel this experience was valuable since most of the things I learned on the job resonated with principles I have learned while pursuing my undergraduate program. It made me aware of the extent to which government policies and initiatives affect people's welfare. This desire to help people through my experience as a Public Notary was almost life-changing, a point of clarity, a once-in-a-lifetime epiphany that made me understand my life's purpose.

The desire for Academic Excellence and Future Ambitions

This experience induced the conscious decision to pursue a Bachelor's Degree in Public Administration here at FIU in the fall of 2019. I am of the opinion that this degree program offers me an opportunity to explore a wide array of roles in public service. The degree offers a wide array of opportunities in labor relations, law enforcement, social work, public housing, healthcare, and many others. This degree seems indispensable in satisfying my passion, helping people. Although the main function of public administrators in ensuring regulations, laws, civil rights, health & safety codes, municipal budget, among other administrative functions of government authority is enforced, the real blessing and my main motivation for pursuing academic excellence in this field is understanding and responding to ordinary people's needs as they pertain to public administration.

As such, my ultimate intention while pursuing this course is to learn as much as possible. My intention is to give my best and acquiring as much knowledge as humanly possible, not just getting As. My desire is to continue learning beyond the undergraduate level. I intend to enroll in post-graduate programs in Public Administration as this would help further expand my holistic understanding of Public Administration through research. The same way I managed to work as an Office Service Clerk while still pursuing my Associate in Science Degree in Paralegal Studies is the same way I intend to work in public administration after graduation. I desire to research, plan and recommend policies that meet people's needs, play an active role in coordinating & managing such policy implementation, and in the long run, make governing people easier.
