The problem that I am considering for an action research project is the high recidivism rate in the American prison system. The recidivism rate is the percentage of inmates that return to prison after being released. I have been familiar with military prisons for a lot of years and have seen the rate in these prisons drop to record lows, however the rate in the rest of the prisons hovers around 79% for the first year after being released from prison, and rises every year after that. If this rate was lowered across the United States, the country as a whole would benefit. People would feel safer in their homes, previous inmates would be able to enjoy their freedom, the families of these previous inmates would benefit in numerous ways from having their loved ones at home. Additionally, the federal government would save money that is normally spent incarcerating these inmates. One way that the military corrections system has lowered the recidivism rate is by requiring Mandatory Supervision for all released inmates, not just those placed on parole, this is the Mandatory Supervised Release program (MSR). Inmates have the option of providing a program to the release authority which must be approved prior to their release, this is similar to the current parole program which allows inmates to be released after completing a portion of their sentence, however MSR is mandatory even if an inmate completes 100% of his/her sentence. Inmates complain that this infringes on their constitutional rights. To refute this argument, I will explain the benefits associated with this program which is designed to provide more freedom to the released inmate by making sure he/she stays out of prison. Of course, this program costs money, my paper will show that the savings far outweigh the cost of this program. These savings come in the form of less money spent on incarceration, less insurance money paid out to the victims of crimes, and revenue received from now successful members of society who are working steadily.
