The State Community Health Services Advisory Committee (SCHSAC) is a statutory advisory body made up of one representative from each of the state’s community health boards; it meets quarterly with the commissioner of health and key MDH managers to develop shared goals, clarify roles, and develop agreement on how to address emerging public health issues.

Minnesota’s public health system is facing many issues and challenges, and working actively to address them. In recent discussions, SCHSAC members and local public health administrators identified the following issues and challenges as faced by their departments:

 

• An aging public health workforce, which leads to leadership turnover
• Changing community demographics, including declining populations in many rural counties
• Organizational changes and/or reorganizations of many local health departments (e.g., creating health and human service agencies by merging public health departments with social services departments)
• Capacity and resource disparities between a number of small and large jurisdictions
• Reliance on multiple, categorical funding streams with time-consuming administrative requirements and unpredictable funding.
• Large-scale budgetary pressures, which require new strategies to preserve the public health protection and prevention currently enjoyed by state residents.
• The Pandemic COVID - 19 in Minnesota's Black, Indigenous, and Populations of Color impacted by inequities, high numbers of death, and barriers to accessibility.
• Civil Insurrection after the murder of Mr. George Floyd.

Choose one of the issues listed above. Prepare a proposed plan to meet the challenge head on, proactively finding opportunity in challenges, and "raising the bar" for public health in Minnesota. The public health system requires sustained action to enhance its agility and ensure its future success, and can count on the established state-local partnership to help it weather financial and other constraints. 

As one SCHSAC member recently said, "We are setting a course for the future based on the strong foundation we’ve built."

 

1. Use community engagement/community involvement

2. Co-create with community members, potential effective interventions.

3. Develop the interventions taking into account approaches of needs assessment and asset mapping by comparing and contrasting each exploring the potential for effectiveness, efficiency and cost savings.

Students will pick a community engagement scenario from an instructor-provided list of public health issues. Using your selected scenario, create a community engagement plan by covering the following: 

 

1. Define the Issue
2. Identify the purpose and degree of community engagement needed
3. Identify tools and approaches for community engagement (space, technology, world cafe, open space technology, action planning, community health assessment etc.)
4. Identify community groups that need to be involved
5. Develop a plan for recruiting and retaining participants
6. Create a positive environment for community engagement that is relationship-based and fosters trust
7. Identify evaluation criteria and decide on next steps/recommendations for solutions to the issue

 Use the guidelines provided in this document to answer the questions above.
