Under the constitution of Soviet Union, the Soviet Union was lead by two individuals at a time: the head of government, and the head of state. Vladimir Lenin was voted the head of state in 1917, and then head of government in 1922 by the Congress of Soviets. He served as leader of the Soviet Union until his death in 1924.
