I agree with the statement that public concern about environmental risks probably does not reflect risk aversion. It generally mirrors scientific assessment of actual risk. It should be ignored when it is inconsistent with scientific evidence because of following reasons:

• When scientific assessment or risk aversion is being calculated theoretically many interdependent are assumed to reach to a conclusion which may not be correct all the time. So if it's not consistent with scientific real evidence, it needs to be ignored.
• Sometime data is intentionally manipulated to meet the desire, lust of the industries and government so it should not be relied upon in case of inconsistencies.
• Scientific assesment just try to predict the affect, so if it not in consistency with actual result should be discarded.
