In this paper you will identify a problem and propose a public policy solution.
Main objectives:
1. Describe how a policy may improve the situation for individuals.
2. Anticipate how a policy will change the behavior of the individuals affected.

2. Make and advocate for good policies within the organizations in which you may find yourself.
Audience: A general audience who is interested in policy.
Instructions:
This paper will be divided into 3 sections. Section 1 the issue: What is the situation and what is the problem with the current situation? Section 2 Policy Solution: What solution do you propose to improve the situation? Section 3 Theoretical Analysis of the Policy: How will the policy affect individuals to solve the problem? Use the section heading.
1) The heading for the first section is “The Issue”.
a. One goal of this section is to describe the specific microeconomic situation where the current outcome is not ideal. The problem may be something that arose naturally or may be a problem caused by poor policies. This should be specific and applied to things happening in the real world. For instance, rather than discussing a lack of competition in general, describe a particular industry that you believe lacks competition. You must select a situation related to something in the textbook such as externalities, public goods, market power, poverty, price controls, etc. Issues such as unemployment and monetary policy are instances of policies that are macro and not microeconomics and are not appropriate for this paper.
b. The second goal of this section is to tell in what way the current outcome is not ideal. You may either argue from the perspective of efficiency or fairness/inequality. Why is the current outcome inefficient or unfair? If you use efficiency, you may rely on the ideas of Pareto Efficiency or Potential Efficiency. If you use fairness, you must explain what you mean in a way that another person could use your criteria for fairness to evaluate other situations. For instance, if you think that a $20 parking ticket is unfair you need to explain the reason well enough so that I could understand what a fair way to charge a penalty for littering would be.
2) The heading for the second section is “Policy Solution”
In this section you will describe the policy that you believe would improve the status quo. If the problem is poor policy and the policy you are proposing is for the government to not be involved, then you should describe the poor policy here and state that it would be better to abandon that policy.
3) The third heading is “Theoretical Analysis of the Policy”
a. Describe economic reasons for how the policy might change the behavior of individuals (firms, consumers, etc) or relevant market prices. Will the change(s) be helpful?
b. How will the policy address the deficiency you described in part 1)b.?
