The statement of services must have been complied first by Flintstone before he has demanded payment from Rubble, and if not the amount is made recoverable. This is the essence of s 313(1), (2) and (3) of the Act. Likewise, s 5.5 of the Code states that the statement of services must also be recoverable if a statement of services has not been furnished him or her within 28 days after the decision has been issued in regards to his or her application.
