Is the US using subsidies for electric cars and solar panels today? Have we increased adoption of these technologies in the US?

Is the US using subsidies for electric cars and solar panels today?
As it is now, the electric cars like Telsa and GM and solar panels are still using the government subsidies for their products. In order for the subsidies to be stopped the manufacturers have to reach the cap of 200000 vehicles. Indeed, it’s a political fight between Democrat and Republican to either stop or keep subsidizing the electric cars and solar panels. Democrat congressmen and women want “permanent extension of the $7,500 tax credit and to lift the 200,000 cap.” (investor’s business daily, 2018). However, some republicans like the President Trump's economic adviser Larry Kudlow want an elimination of the subsidies by 2020. Thus, Larry Kudlow says: “subsidies for electric cars and other renewable energy programs might soon be eliminated.” (investor’s business daily, 2018).
Have we increased adoption of these technologies in the US?
I have read a report for Berkeley lab that shows how significative the increasing used of solar panels in the USA between 2018 and 2019. “1.6 million systems, representing 81% of all distributed PV systems installed in the United States.” (Shahan, Cynthia. 2019). Based on that report, I can say that we have increased adoption of solar panels technology in the us and that situation is not different for the car manufacturing.
Are there any positive or negative unintended consequences of these subsidies that we must now address?
From my perspective, I believe the subsidies helping the customers to acquire some products. Therefore, without subsidies it would be unlikely hard for customers to purchase those goods. In another hand, for the companies, they would not be able to keep up. The subsidies might restraint the freedom of the market, but it’s good thing for the customers.
