Nothing is ever absolute. But peer-reviewed articles in respected academic and
professional journals are an excellent bet toward that end. They have been
heavily vetted and critiqued by people who are called "readers." These are faculty
from other universities, sometimes in different countries than you, and who have
high-level expertise in that particular discipline or field and who volunteered to
serve the journal for a period of time, for free, to make sure everything published
is up to the high standards of that journal. These people are generally nice
individuals, but they mean business! And that is good for all of us.
Oh, and the Editor-in-Chief of the journal also reads all the articles that come in
first, and they organize the whole process of editing and critique, and have the
absolute final word on whether or not the article will be published. Many, if not
most, article submissions are not accepted. If an article has a lot of promise but
cannot be published as is, it will ultimately be returned to the sender with
extensive, helpful commentary that guides the author with their revisions.
