Agenda setting is the use of media to influence citizens on an issue. I think there is a positive and negative impact because this is where citizens get to decide which side they should be on. Like propaganda during the start of the Cold War, many Americans distrust Russians, even calling them "Commies" because they post threat according to the media. Another sample I can provide is the Wall Street Journal making two different headlines on the same topic. An article that talks about Trump have two different headlines to please their readers. One is, "Trump Soften His Tone," and the other, "Trump Talks Tough on Wall," which is just a sample of Capitalism 101.
