Introduction

This is a more complex process which cannot be privatised as it affects public decision making (Shields, 2018). To begin with, introduction of privatization idea majorly affects decision making in public policy in several ways. The anarchial organization of public sectors is different from the private section which is disorganized and this alone affects whole decision-making process. Public management have policies that are meant to unravel specific problems regardless of it being gainful or not. Owing to the increased demands for high returns that privatization brings about, losses are considered. The whole process of decision making in public strategy is altered by reintroducing privatization which is concerned with profit driven goals rather than that of delivering services (Shields, 2018).

However, privatization can be of great significance, for instance when they provide internet services to individuals households. In undertaking business, the private sector has proven more effective and reliable and this is the reason why government is keen to partner with this sector. Even the services offered by the private sector are of high quality and reliable as compared to those offered by the public sector. Furthermore, private sector provides more quality services when compared to those in the public section. Reaching of social goals is highly enhanced through the formation of partnership between the government and the private sector.

For instance, such partnership can result to easy access of fast and standard internet services at a subsidized cost. In areas where the state services are not easily accessible, the idea of reintroducing privatization becomes the best option as these limited services are accessible at this point (Macher et al., 2015).

Theoretical overview

According to Dwight Waldo, there exists a link between public management and ideologies of the past which posed a threat to the field for consideration of other means of finding out principles for decision making. He viewed public management as majorly on relying on positivism thus showing supremacy of administrators and policies managed (Meier, 2015). In contrary, Herbert Simon holds that norms and values should be accounted for by decisions and linking means with its conclusions. These views influence the currently public administration in the federals of the United States whereby these states use such information in decision making.

Waldo best known for his critics on dichotomy conceptualized administrations with politics intentionally as decisive and accomplishing. His idea on management of politics could be best recognized as a link that comprises elements of combination and separation instead of dichotomy (Guo, 2019). With the dynamic changes that political science underwent, it led to public management opened up to more humanity and negativity in its approach.

A: Governmental Operations Civil Service Implementation

Under the system for measuring the performance, implementation of civil services was to increase motivations and provide public incentives to public and state employees. Civil service is key in reorganizing institutions through organizational modifications that put more emphasis on delivery of service, increased performance accountability and coordination. Effectiveness of civil services is enhanced when there is coordination of activities and outcomes which are realized by individuals, groups and representatives (Robinson, n.d.).

In general, civil service has brought about several changes such as human resources, compensation and also efficiencies in operations among other reforms. As part of the public management reform, its roles are majorly concern with the management of public funds, formulation of public policies and delivery of public services. When compared to financial administration, most experts argue that civil service are unable to meet the required objectives. This is based on the fact that they fail to provide dependable data in meeting its goals and other requirements. Several explanations have been brought forward on ways in which the effectiveness within civil service have been unable to progress. For instances, stakeholders having divergent interests has greatly hindered the success of such reforms.

Local Government Operations

Through implementation of government plans, public management has revealed itself in local state operations. Public management is tasked with coming up with policies and state programs such as forming, directing, planning, organizing and controlling state activities. Major towns and cities in Washington State are systematized by the public management in three main forms of government namely; mayor-council, commission form and council-manager (MRSC, 2016). The objective of coming up with this form of government is to create unbaling environment on how a town or a city is overseen and managed. These are major indicators of public administration in local levels of government.

Impact of Iron Triangle

The iron triangle also referred to as the government subsection. It is composed of personalities such as interest groups, parties from subcommittee congregations, government employees among others. They are believed to be setting public policies at the expense of designated officials (Ushistory.org.2016). This classical model of making decisions which only highlights the interest of few who are in coming up and implementing state and federal programs, thus qualifying iron triangle to be a bureaucratic body state. The impacts of iron triangle are thus manifested by the manner in which federal programs are formulated and implemented by the few who are perceived to be more gainful.

B. Differences Between Public Administration and Private Sector Management Organizational Differences

Political segregations form a reliable means on how institutions ought to perform. It therefore implies that there will be effective performance and sense of responsibility for duties assigned once every sector comprehends its activities.

Legal Differences

Legal differences play a role in ensuring that respect exists across every sector thus policies are formulated on the basis of law. This therefore implies that provision of administration is successfully created since there is respect to one another. Basically, it infers that laws are formulated within the confines of the constitution

Cultural Differences

Political appointments made on the traditions of state agencies and privately owned businesses ensures that concerns of culture do not get involved in the sector and hence all individuals respect each other and formulate strategies without intentions of causing harm to the other (Waldo, 2017).

C. Roles of the Executive, Legislative, and Judicial Branches Executive Branch

The executive branch is one of the arms of government which is enshrined in the constitution. Its major function is to implement government activities. It also recognizes several problems affecting the state and initiating policy programs. Policy making process is systematic and it must be followed and if not, it will be regarded as null and void.

Legislative Branch

The legislative branch is an arm of government which concerns with the making of public policies which must to be adhered to by state irrespective of the individual status. Everyone is expected to act within the spelt-out policies. The policies laid down under this branch gathers for all state operations and those of the private sectors. These policies guide the decision-making processes in entities and organizations within the state. Challenges facing operations and civic related issues are delt with in this branch. The effectiveness of this policy making is manifested through effective execution.

Judicial Branch

It one of the branches of the government which links the legislative and the executive branch. It has been voiced that this branch interprets and put on laws the after they have been made by the legislative branch. The court system has undertaken judicial functions of adjudicating disputes between the executive and legislative arm of government. To enhance effectiveness in the judicial matters, judges depicts independency in their professionalism for them not endanger the level of integrity in service delivery.

D. Public Budgeting Techniques Zero-Based Budgeting

This is regarded as a technique in which cost incurred are accounted for at the start of every period. Budgeting begins from zero-base where every task undertaken within is calculated in relation to cost and needs associated. Later on, budgets are developed in respect to what is needed for the impending period regardless of the variations of the current budget from the previous one. One of the advantages to this style of budgeting is in that it ensures efficient allocation of funds. However, its shortcoming is that too much time is required for its analysis and formulation.

Performance-Based Budgeting

This type of budgeting is applicable in the private section to determine the expenditure in the sector with respect to performance. This is crucial in ensuring that there is no additional recurrent cost and that resources are adequately used. The advantage in performance–based budgeting is it fosters accountability whereas the shortcomings to it is the specificity required in order for it to function effectively. Community programs are affected by this type since they can easily point out how best to utilize the available resources (Sarker et al., 2018).

Emerging Budget Strategies

Budgets in the public sector are formed on the basis of three functions namely; economic, legal and political functions. Economically, these strategies are intended to find the balance between revenues and expenses, and allot these readily available funds to ensure maximum utilization to gain the best. The budget offers the availing of these resources to be used and the manner in which they will be used. Political roles set in whereby the proposed budget needs the approval of the executive arm of government and set up committees. In addition, when presenting the budget, legislative organs needs to ensure that the budget formulation processes were in conformance with the laid down policies.

Impact of Social Media

For people with interest in state operations in any levels, be it state, federal or local levels, social platforms are of major interest to them and finds social media very necessary for undertaking their daily operations. Social media has enabled the government address its achievements and all the plans and issues they find necessary to address its citizens (Buffat et al., 2019).

Impact of Other Media Types

Several media platforms have unique opinions on information regarding the performance of an organization. Through this, the general public can appreciate the achievements made by those in public administration. With the availability of media spaces such as news broadcasted, the public is enlightened on the progress and plans by the organizations

Communication Strategies

Currently, the most common communication strategies used today is social media and the internet. Government organs by use of these platforms are able to realize areas which require improvement and the possible problems that the organization is facing. Despite the malicious news that are may arise from these said platforms, it is necessary to make due follow up on the same to ensure the organization fully benefits from that.
