Besides, the nation's decision to address the West's demands by compromising their policy without using military power was strategic. It saved the country from the adverse effects of war. China's and Japan's approaches to modernity differ significantly. First, China's defeat in the opium war helped to open its territory to the West, while Japan opened its ports after realizing the West was a greater power. Differences in their political systems also played a significant role in their duration to attain significant results. Ch'ing China faced institutional graft and corruption and policy and administrative inefficiencies while Japan maintained high economic development. Despite the high literacy level in both China and Japan, Japan's education system allowed learning of Dutch, unlike in China, which enabled its scholars to learn science and technology and catch up with the West.
