Imagine the CEO announces that your company is not meeting its budget goal

Imagine the CEO announces that your company is not meeting its budget goal. Upon evaluation it is discovered that the number of orthopedic cases is decreased and that there has been a downward trend in new cases during the past year. The CEO asks you for ideas and suggestions. How would you define the problem operationally? What tools would you use to evaluate the problem? What measures would you develop?
