Hit hard by the economic downturn, while at the same time recognizing the potential for a future business opportunity, the NBL company has started to diversify its business into medical equipment manufacturing.   In order to build up its local, manufacturing capacity, the NBL Company has decided to construct a new Markham-based facility as a launching point for its new medical equipment manufacturing division. 

To implement this new business, the NBL Company is planning to deliver a number of large projects:

1. an infrastructure construction project for a new, Markham-based, manufacturing facility
2. a workforce development project to create requirements, training, and local sourcing processes for the highly specialized workforce
3. a public relations and marketing project, to communicate the benefits to local and national stakeholders, and to neutralize any hostile lobbying efforts
4. a business development project to create contracts with future clients
5. a secure, supply chain design and implementation project to ensure that the facility will have all the materials, hardware and software components needed to build and maintain its operations 
6. a strategic planning project to strengthen its cross-Canada collaboration network

To ensure effective coordination between these different projects and the achievement of the expected benefits of the overall initiative, the NBL Company has decided to administer all the projects and their resources through a massive $750 million implementation program.

In an attempt to prevent job losses at NBL, you and your team members have been restructured into a new program-level, functional team to lead this complex program.  None of your team members have experience in this type of work, so you will need to cooperate to succeed.
