High speed vehicle chases have always been controversial.   Research online various department’s  “pursuit policies” via the internet.   Then, find a few articles about these chases going wrong and innocent 3^rd parties have died b/c of the chase.  

Write a memo (no more than 700 words) to a police chief as a legal advisor.   The memo should only be single spaced.  You should explain to your police department which position that you recommend on the following:

• Should high speed pursuits be authorized or not?  Explain your recommendation
• Under what conditions should they be started?
• Under what conditions should they be discontinued  before apprehension?
• Under what conditions should they never be instituted?   
• Explain in your memo the federal Section 1983 legal standard "deliberate indifference" and how could it relate to the department's commencement and/or continuation of a high speed pursuit. 

Many states offer immunity (either absolute or partial) to police during the  emergency operation of a vehicle---find 3 state statutes that protect officers from liability in these situation and cite them and explain them in your memo.
