The topic I chose is Medicare Fraud by Doctor and Nurses.
Each student will need to submit a research paper on fraud involving fraud, waste, and abuse with issues of both fraud detection and fraud deterrence. The research paper topic must be presented and approved by the professor. The research paper is due by the end of Week 7. The fraud paper is worth 100 points. Please see my guidance on the research paper below, but if you are uncertain of the requirements, you must contact the professor for clarification.
Research Paper - 10 pages double-spaced (MINIMUM) - Do not exceed 15 pages
The research paper is a comprehensive examination of the topic you have selected as the subject of your term project.
Points WILLbe deducted for problems with spelling, punctuation and grammar.
The professor will approve the topics to ensure their relevance to the field of study.
In support of the aggressive deadline, the instructor has provided a list of topics for those students needing assistance in identifying a topic for research.
It is imperative that you use outside references in your research paper. Be sure that you cite your sources properly and fully. Use at least 5 references for your research paper, if not it would be considered you did not fully research the topic or you incorrectly cited information and may be plagiarizing. The purpose of the assignment is for you to develop your understanding and opinions on the research, not to repeat someone else's work product.
RESEARCH TOPICS - SELECT FRAUD TOPIC (The topic I chose is Medicare Fraud by Doctor and Nurses.)
You are restricted to presenting your ideas within the page limitations (exclusive of any charts, pictures, tables, figures, diagrams, endnotes, and bibliographies). With this limitation in mind, each student must develop their topic to a degree that it is demonstrated that they have mastered the technical as well as practical aspects of the topic.
NOTE THAT STUDENTS MUST NOTIFY THE INSTRUCTOR OF THE SELECTED. THE INDIVIDUAL MAY NOT CHANGE THE SELECTED UNLESS SPECIFICALLY APPROVED BY THE INSTRUCTOR IN ADVANCE.
Example Topics:
Select a controls framework model (e.g., COSO, COSO/ERM, COBIT, etc.) and provide detailed information about the controls framework, how auditors can use the controls framework, and how the controls framework relates to fraud prevention or detection.
Describe the Public Company Accounting Oversight Board (PCAOB), its impact on the auditing profession, and its role in fraud investigations.
Describe the Sarbanes-Oxley Act of 2002, its impact on the auditing profession, how the Act is meant to prevent/detect fraud, and any investigation of a public company under the Act.
Describe SAS 99, its impact on the auditing profession, and what auditors can do to prevent/detect fraud.
Describe the audit professional's ethical requirements as it relates to fraud.
Any other relevant topic about fraud as long as it is pre-approved
Through the research paper, demonstrate your mastery of the course material. Include key concepts in the presentation and discussion of the case selected and approved for the paper. Topics should be presented logically, bringing together the work of various authors who have written about the case presented. It is also fine to refer to sources about the nature of the crime involved (such as embezzlement).
As a suggestion, most successful papers have followed the general guidelines discussed for the current events papers, but in a longer format because the longer paper discusses a considerably more complex case. Successful papers will likely include the following:
Identification of the key issues posed by the case.
The applicable stakeholders and their rights and obligations.
Which choices were or are available and what were or are the costs or tradeoffs?
Comment on how the situation was or should be resolved.
Who (individual or group) was or will be impacted by the situation?
Any questions you believe should be considered by your readers about the case that will add substance to learning.
A paragraph to express your opinion about the case and issues involved. Be sure to back up your opinions. Remember, this is your opinion about the case and issues involved, not about how the article you are referring to was written.
Verify there is a reference with your paper to the article you are addressing. Usually that is referred to with an in-text reference in the sentence where you first refer to the article you selected.
