2)The complexity of motivation plays a huge role and with DV being seen as a private matter, law enforcement and court involvement is seen as overstepping their roles. Which is ironic because the same actions against a stranger is clearly breaking of the law and it holds expectation of holding the perpetrator accountable. Why is this?
