The final paper builds on earlier assignments that have been revised to reflect additional learning and application. Students will design a comprehensive evaluation plan for their chosen programs. The proposal will focus on an outcome or impact evaluation but should also include a brief section on process evaluation as well.

Your final evaluation proposal must contain each of the following along with at least ONE ELCC citation (USA students) from each of the 6 domains (Canadian students will use the Candian Key Leadership Competencies (KLCs) see above): 

a.    Introduction

b.    Problem Statement

c.    Literature Review and support

d.    Operational Definitions (if needed)

e.    Evaluation Question(s)

f.     Program Goal

g.    Objectives and the intended Beneficiaries

h.  The Causal Model/Program Theory- underlying and shaping the evaluation (Use, Value, Method)

I. Logic Model (figure) 

J. Provide a brief narrative for each element of the logic model to include the Inputs, Program Activities, Outputs (short, medium, long-term) 

K. Data: list the specific types of data you plan to collect and its linkage to the outputs (Methods of analyzing data are not covered in this course)

L. Impact: discuss the anticipated impact of the evaluation

M. Implications: present how the findings of this evaluation may be used to change policy, programs, and/or practice.
