Week 1: Introduction to Program Evaluation

Thomas Edison is considered to be one of the greatest inventors in history. Not only did he invent the light bulb, but he also received over 1,000 patents for other inventions. Edison was a successful inventor not only because of his intelligence, but also because he was not afraid of trying and failing. He saw failure as a step along the path to success.

Human services programs should be designed with a similar attitude. Human services professionals develop programs through careful planning and assessment of goals, needs, and outcomes. Yet despite the care they take in planning programs, human services professionals do not expect their programs to be flawless. Rather, they continually reexamine their programs to determine areas of success and areas of weakness. Then, based on their evaluations, they make necessary changes and adjustments to better serve the populations with which they work.

This week you will examine the planning and implementation of human services programs and the process of evaluating and changing them so that they are more effective. You will also analyze the effect of a historical milestone on the human services program evaluation process and justify the use of program evaluations in the field of human services.

Discussion: The Need to Evaluate in Human Services

As the awareness of societal needs grows, so does the corresponding number of human services organizations developed to address those needs. Due to the time and costs involved in introducing new programs and the wide range of potential needs to be addressed, it is critical that human services professionals develop clear goals and plans to achieve them. The key to this is having an evaluation process in place to determine both the scale of the problem and the success of the program in ameliorating it. Human services professionals conduct evaluations to justify the existence of their programs, suggest areas for expansion or improvement, communicate results and outcomes, recommend similar programs in other communities, and generally ensure the target population’s needs are being met in the most effective manner.

In this Discussion, you will consider a case study of the evaluation of an actual program designed to assist juvenile offenders. You will explore the purpose of the program evaluation featured in the case study and analyze the utility of that evaluation.

To prepare for this Discussion:  

· Review Chapter 1 in your course textand think about the importance of program evaluation in human services programs. 

· Review the article “Evaluation Research: An Overview,” focusing on the definition of evaluation and the reasons it is important. Think about how the general principles outlined can be used in the human services field.

· Select one of the three case studies to use for this Discussion. 

· Think about why the program evaluation in the case study was conducted. Consider whether or not the program met the needs of the clients and stakeholders in the case study.

With these thoughts in mind:

By Day 4

Post a brief description of the case study you selected. Then, explain the possible motivation for the development of the program in the case study. Based on the evaluation of the program included in the case study, explain whether the program did or did not meet the needs of clients and stakeholders and explain why. Finally, provide suggestions for the improvement of the program and/or the evaluation of the program included in the case study. Be specific and provide examples.

Assignment: Milestones in Human Services Evaluation

Since the 17th century, the goal of human services has been to improve the lives of at-risk members of society. If a community need existed, a service was provided. The scope and practice of implementing these programs have evolved over time. For example, since the Great Depression, the concept of social welfare has grown in scope and complexity. Human services programs have always focused on serving and protecting at-risk populations and families, but the variety of human services programs and initiatives has changed. Today, human services programs continue to address a broader set of social welfare issues such as homelessness, HIV/AIDS, teen pregnancy, and other issues, as well as to provide rehabilitation settings, support groups, information sessions, and literature. Organizations such as the National Organization for Human Services (NOHS) and the Council for Standards in Human Service Education (CSHSE) have emerged to guide human services professionals and their programs. These organizations provide codes of ethics and certification examinations to increase credibility and accountability in the human services profession. Because of these emerging trends and professional organizations, program evaluation has become increasingly important and has affected the field of human services.

In this Assignment, you will consider the time line of milestones in human services evaluation. You will select one milestone to examine more closely and explore the importance of that milestone in the development of evaluation procedures in human services. You will also analyze the general significance of program evaluation for the effective delivery of human services.

To prepare for this Assignment:

· Review the article “The Changing Nature of Accountability in Administrative Practice,” focusing on the history of accountability in human services. Think about the events that have forced the transformation of accountability.

· Review the “Introduction to Program Evaluation” time linein the media for this week and select one milestone of interest to you. Consider how the milestone you selected has affected program evaluation in the human services field.

The Assignment (1–2 pages):

· Describe the milestone you selected from the time line.

· Explain how the milestone has affected the emphasis on evaluation in the human services field and/or has changed the way human services professionals conduct evaluations.

· Explain the overall importance of program evaluation in determining the effectiveness of human services delivery.
