You are a patrol officer working on the afternoon shift. You are dispatched

to an apartment in your city to meet with a complainant, George R. Lopez. Upon arrival, George explains to you that he had received a notice from the Internal Revenue Service (IRS) that he has failed to report $30,000 in earned income from the local school district. George said he has never worked for the school district. George also reports that he did a credit check and discovered that a credit card account was opened in his name that he never authorized. George suspects that his cousin, Sam J. Johnson, is the one who did this to him. When asked why, George explained that Sam looks similar to him and that, because of his criminal record, he has trouble finding work. George also said that Sam has a warrant out for his arrest and has used George's name in the past when stopped by police. You provide George with a report number and leave his apartment to begin your investigation.
