Scenario:

In 2016, voters in Maine voted to legalize the recreational use, retail sale, and taxation of marijuana. This is sometimes referred to as adult use marijuana. (Maine has allowed prescribing, and limited possession of medical marijuana since 1999.) 

As the state rolls out its new adults- use marijuana program, the Maine Center for Disease Control and Prevention (Maine CDC) would like to determine the public’s understanding of the new law, and has obtained a large grant to do so. They are primarily interested in determining:

1. How well does the public understand the adults- use marijuana law?

2. What are the current attitudes about adult marijuana use among adults in Maine?

3. To what extent is the public aware of the health risks of using marijuana?

Focus groups will be conducted across the state in urban and rural communities, and among a cross-section of the adult population. Care will be taken to ensure that racial and ethnic groups are appropriately sampled within the focus groups, and that cultural perspectives are reflected within the appropriate focus groups. (The initial focus group guide may be translated into other languages and/or modified as needed.) As an evaluator with the state university system, you’ve been asked to assist the Maine CDC by developing a focus group guide that they can use to answer the research questions.

Assignment:

Given this scenario, your task is to gather information around the given research questions. Determine what information you need to gather to answer those research questions. Develop 10 questions that will be included in the guide. Turn them into a real-world, easily accessible Focus Group Guide with sub-questions, as needed (3 pages maximum). Don’t forget to include some introductory language about the purpose of the interview and how the results will be used. Turn your guide in to your instructor, along with a 2-page paper explaining your process, and justifying your final questions. Please explicitly describe how the interview questions relate to each of the evaluation questions. Also identify any limitations you see with using interviews to gather these data.
