ANS : Proportional tax means that the tax collection is based on all similar citizens as without any income discrimination as there is not differentiate in the taxable amount from rich or poor as the tax rates are all same for coming under for all the income earning groups.
But as in the progressive tax the tax that is being collected by the government is more from the rich people sector than comparitively than or people's as the people who belongs to rich people group the higher percentage of tax is being collected but similarly the people who are belonging to less income earning groups the tax rates are also less for them.
So as per there is difference between both of types of taxes collection between some rich sectors and poor sector people , but the question arises that which is more fairer to citizens as both the taxation system are fair at their own side but is want to see one than Proportional tax system is more fairer than progressive tax system because as the tax is more being collected than rich people than the poor people in progressive tax than somewhat cheated is being felt by the rich people than they are more taxes to the government than the poor people ,so in such the cheated is being felt by rich people .
