Scarcity forces individuals to choose to have some commodities, based on their priorities, and give up others.
The poor refers to people living inferior and substandard lives because of lack of money to afford good quality lives.
The rich refers to individuals who have money and wealth to afford standards of life considered as of good quality or high standards in the society.
Just like in other countries, scarcity affects the richest and the poorest in Philippines. Despite how rich or poor one is, productive resources remain limited. If the resources are not there, no matter how much money you have, you will not get any of these resources.
The only difference is the fact that the richest have more access to the resources while the poorest have less access to these resources. Also, the extent of scarcity effect varies between the richest and the poorest. The effect is more for the poorest because of less access to productive resources while the effect is less for the richest because of higher access to productive resources (they are able to pay more to import the resources, for example).
