What is the main difference between Personnel Administration (PA) and Human Resources (HR)? a

Personnel Administration (PA) and Human Resources (HR) are more alike than different because they both deal with people management and consider people the essential aspect of an organization. Thus, organizations sometimes use them interchangeably. However, they are sometimes seen as different because each looks like they play a different role in the organization. In other words, PA and HR both consider people the most critical asset to an organization. However, PA and HR may appear to differ because of the responsibilities encompassed in each. For example, PA responsibilities focus on the engagement and utilization of the employees. Sometimes people view human resources as the people who make up the organization's workforce and perform the work versus being roles and responsibilities to manage the processes related to getting and maintaining employees. Performance Administration is the responsibility that takes place to get the individuals hired and processed into the organization. Human resources seemingly are looked at as maintaining personnel and organizational culture.
