The trends between types of agencies that I noticed were that each state had an environmental agency, whether it was called the Environmental Protection Agency or the Department of Environmental Quality. Each state also had a health agency. They were most often called the Department of Public Health or Department of Health. Many states also had a natural resources agency such as Pennsylvania Department of Conservation and Natural Resources or Ohio Department of Natural Resources.


I am originally from Ohio and most familiar with Ohio, so I chose Ohio Air Quality Development Authority. The OAQDA historically has helped to large corporations in Ohio to comply with the Clean Air Act of 1970 and work to control their pollution. In 1993 OAQDA worked with smaller businesses and corporations to further comply with clean air regulations. In 2003 Ohio established the clean coal program which was added to the mission of OAQDA in 2003. In 2008 Ohio received a $150 million Advanced Energy Job Stimulus Program which gave the OAQDA new job development. Today the OAQDA supports clean energy research and development.
OAQDA states that their purpose is “to provide for the conservation of air as a natural resource of the state, to prevent or abate pollution of the air, to provide for the comfort, safety, and general welfare of all citizens of the state and to assist in the financing of air quality facilities for industry, commerce, and research.”


According the ORC (Ohio Revised Code) Chapter 3706 the OAQDA has the authority to:
"issue air quality revenue bonds, notes and refunding bonds
make loans and grants to governmental agencies for the acquisition and construction of air quality facilities
make loans for air quality projects for industry, commerce, distribution or research, including public utility companies
acquire, construct and operate air quality facilities itself; and
engage in research and development with respect to air quality facilities."
