The primary disadvantage of implementing a TQM program is its cost. Even though it is beneficial from longer term perspective, it does create a big hole in the pocket of companies implementing such programs as it leads to numerous changes in the organization in terms of processes, systems, technology and infrastructure. Further, a TQM program usually takes a long time to implement and disturbs the day to day functioning during its implementation and is rather cumbersome and complex. Another disadvantage is that it alleviates the need for training, education,etc. among the employees as current employed do not understand the proposed changes very well. Further, lack of resources and infrastructure can really lead to failure of the proposed implementation plan, unless carefully planned in advance.

Also, it may be the case that even after the implementation, TQM program may not be able to meet the desired expectations of the management in terms of quality improvement, cost reduction,etc. due to faulty implementation, thereby wasting all the efforts.

The reason should be implement a TQM program is to achieve significant advancement in terms of quality of product/services and operations and significantly reduce inefficiencies, wastages and costs in the organization.
