4. Supporting Arguments: Review the guidelines from the lecture in Modules 4 and 6 along with the “Costs and Benefits” section on page 221 of your textbook. Does the proposal clearly demonstrate strong benefits to the policy-making body and the other groups affected by the proposed changes? Do the supporting arguments tie back specifically to the target audience, as opposed to being benefits to a national-level generic audience?  Are the supporting arguments well developed with sufficient evidence and specificity of detail?
