2. Problem: Review what your book says about Problem Analysis on pages 218-219.  The section should define the problem, examine causes, and possible discuss effects. This can be done briefly or in detail, but it must be done thoroughly enough to ground us in the need for change.

3. Solution: Review the guidelines for solution sections on pages 215-216 of your textbook and in the lecture for Module 5. Has the proposal demonstrated a real solution to the problem? Are major steps broken down into smaller pieces so that the solution is specific and clear?

4. Supporting Arguments: Review the guidelines from the lecture in Modules 4 and 6 along with the “Costs and Benefits” section on page 221 of your textbook. Does the proposal clearly demonstrate strong benefits to the policy-making body and the other groups affected by the proposed changes? Do the supporting arguments tie back specifically to the target audience, as opposed to being benefits to a national-level generic audience?  Are the supporting arguments well developed with sufficient evidence and specificity of detail?

5. Opposition: Review “Rebuttals and Refutations” on page 411-414. Has the proposal demonstrated a clear understanding of the most important obstacles the proposal will encounter? Is each opposing view appropriately  responded to without undermining the writer’s argument or credibility?
