Identify the main environmental law(s) that apply to the controversy, based on your research. What state or federal agency is likely to be involved? Does the agency have applicable regulations? Are there major cases on the topic?

The paper is not expected to be a legal brief, but you should try to identify and explain in some detail the major law(s) that would be involved, and how they apply to the facts.

IV. Evaluation (1 to 2 pages)

In this segment, provide your evaluation of the likely outcome of the controversy. Do you think applying the law to the controversy will give a clear resolution of the issue(s)? If so, what do you think is the likely outcome? If not, how do you think it should be resolved?

If the outcome could go either way, what would be the better result from a policy perspective? Why?

V. Short Conclusion (1-2 paragraphs)

Brief summary of the issue, the law, and your conclusions.

Submit your draft references page with each segment of your paper, and in each segment, you should cite to whatever references you relied upon to draft that segment. In your final paper, we expect you identify at least 5-10 resources/references that support the content of your paper
