You are to clearly define the scope, time, and cost goals of the project as well as criteria for determining the project's success. Be realistic and creative when considering the project's parameters and constraints. Make sure to include references justifying the cost and validity of the project. 

If this were an actual I.T. project, your submission would be reviewed by a governance committee with oversight of the project. As such, it should be high-level and directed toward questions that an oversight committee would have. Include the following sections: 

• Background/Introduction • Business Objective • Current Situation and Problem/Opportunity Statement • Critical Assumptions and Constraints • Analysis of Options and Recommendation • Preliminary Project Requirements • Budget Estimate • Schedule Estimate • Potential Risks
