What measures need to be put in place in order to solve the problem, what are the objectives of the solutions proposed and what outcomes we expect.

Value of the outcome

Explain the value of the outcome - how will the outcome benefit relevant parties? 

Conclusion

Summarize key issues of the problem, why it is important to solve and what the next immediate steps should be.
