In order to meet these requirements, the subcontractor needs to have comprehensive advantages in many aspects such as Experience, Manpower and Equipment Resources, Management Capabilities, etc. However, the LPC method only simply sets certain indicators, tenders only be scored on a pass/fail, and win at the price after the minimum requirements was meet, which cannot achieve the purpose of selecting the subcontractor with comprehensive advantages. Ways to overcome the limitations In LPC method, each non-price attribute shall be scored on a pass/fail basis. The conformity assessment checks if tender(s) pass all criteria. So, in order to overcome the shortcomings of this method, when setting the nonprice attribute, we can set a higher standard for construction quality, or anything others clients concerned, then the tender with unqualified low price will failed. But we have to notice that it is very difficult to set a higher and reasonable standard.
