Scenario: The Lead Safe Detroit Coalition provides health services and lead education, removes hazardous lead sources in homes, conducts school and home water testing, improves compliance of rental owners, and strengthens environmental standards for lead, particularly as they relate to children under age six. According to the City of Detroit, due to the older housing stock in the city of Detroit, many homes have lead paint. With more than 50% of city residents being renters, the city has approved an ordinance which creates a framework that will allow for stronger enforcement of lead requirements, including a newly required lead inspection for every home. Under the new ordinance, landlords that do not have a certificate of compliance (unaddressed lead issues are one reason to withhold a CofC) cannot legally collect rent from their tenants until the issues are addressed and a CofC is issued. 

You are an evaluator for the City of Detroit Health Department. The City is partnering with the Lead Safe Detroit Coalition to evaluate the implementation of this new ordinance. They have decided to survey renters within the city to determine if renters are aware of the new ordinance and if they have noted a difference in landlord behaviors regarding lead. Specifically, they aim to answer the following questions:

1. To what extent are renters in Detroit aware of the issue of lead paint in older homes, and the potential health impacts for young children?

2.  To what extent are renters in Detroit aware of the need for landlords to obtain a certificate of compliance for their rental properties, and their inability to collect rent from tenants if they do not have one?

3. Have renters in Detroit raised the issue of lead paint with their landlords?

You have been asked to create a short survey that can be used with renters in the city. It should be short (10 questions), and address all three of the evaluation questions. Because the survey will be used city-wide, it needs to be quantitative only; this means no qualitative, or ‘write in,’ responses are allowed.

Assignment:

Given this scenario, your task is to gather information around the given research questions. Determine what information you need to gather to answer those research questions. Develop 10 questions that will be included in a survey to collect data. Turn them into a real-world, easily accessible survey tool (Survey Monkey, Google Forms, Qualtrics, etc.) Turn your survey in to your instructor, along with a 2-page paper explaining your process, any limitations faced with your chosen survey tool, and justifying your final survey questions. Please explicitly describe how the survey questions relate to each of the evaluation questions.
