This is about scarcity. There are scarce resources that can be used on a number of different policies. If commercial policies are benefiting U.S. industries, this doesn't mean that all area of the country benefit or all people in those areas benefit. If commercial policy manly helps the east and west coast, a person in the Midwest may not support it. They also may think that the money used in helping industry would be better used on education, the environment, or the military. Different people have different priorities and helping U.S. industry isn't all that likely to be the top priority for all people.
