1) How are landing fees determined, charged, and collected? Should landing fees be based upon aircraft weight; landed time and traffic volume; aircraft noise emissions; international or domestic flights; or other factors?

Aircraft landing fees are based on the greater of the minimum landing fee or a fee based on the total weight of the aircraft calculated at the rate per 1,000 pounds. The breakeven weight is the weight at which the minimum fee is equal to the landing fee calculated at the rate per 1,000 pounds.

If departing the traffic pattern, continue straight out, or exit with a 45-degree turn (to the left when in a left-hand traffic pattern; to the right when in a right-hand traffic pattern) beyond the departure end of the runway, after reaching pattern altitude.
