The B C  government is worried about the second COVID-19 wave and its economic consequences. It hopes to convince more and more people to adopt healthy habits and has identi????ed two major types of people: those with poor health habits who don't exercise (requiring more medical care) and those with good health habits who exercise often (requiring less medical care). The government cannot distinguish between these two types of people, only agents know about themselves. The government is considering providing medical insurance to every person via taxation.
