The topic for your mini-paper is “The Ferguson 
Effect:  The Ethical Dilemma Now Facing Police Officers.”  Earlier this year, Director of the FBI James Comey discussed the increase of violent crime in many of our large cities.  He speculated that the cause for this trend might be the “Ferguson Effect” (https://www.washingtonpost.com/news/post-nation/wp/2016/05/14/we-have-a-problem-homicides-are-up-again-this-year-in-more-than-two-dozen-major-u-s-cities/ ).

After reading this article, write a one page paper addressing the ethical dilemma that police officers face as a result of this alleged "Ferguson effect"; specifically, the conundrum of being an assertive, conscientious law enforcement officer versus tempering efforts for fear of scrutiny.  Because this is a mini-paper, in depth research is not needed.
