After reading this article, write a one page paper addressing the ethical dilemma that police officers face as a result of this alleged "Ferguson effect"; specifically, the conundrum of being an assertive, conscientious law enforcement officer versus tempering efforts for fear of scrutiny.  Because this is a mini-paper, in depth research is not needed.
