A non-governmental organization called Water and Sanitation for the Urban Poor in Zomba, Malawi, plans to implement an educational campaign to educate women to boil water for drinking. The main goal of the project is reduce the prevalence of diarrhea among children which are very common in Zomba. Although there is municipal water in Zomba, the supply is erratic and it is alleged that the water is not always treated. Residents rely on water kiosks, domestic boreholes and even shallow wells. During implementation of the project, the NGO visited each and every household in the selected townships in Zomba every day for two weeks to educate households and show them how to boil water for drinking and cooking. The project was implemented in 5 segments out of 15 segments of the city of Zomba district. The selection of the five townships was not randomized. Unfortunately, the company did not collect any data at baseline. The project implementation is due for completion in three weeks' time. You have been asked to propose a methodology for measuring the impact of this intervention (boiling domestic water for drinking and cooking). Your answer should include at least the following: • Identify impact variables Type of impact evaluation design Sampling and data collection Method of measurement of impact of intervention Potential limitations of your impact evaluation design
Expert Solution
Propose a methodology for measuring the impact of the 'boiling water for drinking and cooking' project.
1. Identify impact variables
Independent variables for this project research are;
- Boiling of water for drinking and cooking
Dependent variables are;
- Diarrhea among children
-This is expected to be reduced and eradicated through the sincere adoption of drinking boiled water for drinking and cooking
Population for the research
- Women in the randomly selected five segments in the city of Zomba district in Malawi.
- Children who are suffering from diarrhea or had suffered it earlier.
2. Type of impact evaluation design
a. Initially do descriptive questions to collect all the required data about diarrhea among children and the rate at which it is reoccurring and spreading. Questions are to pepared and tested well in advance.
b. Once the implantation starts, continue with casual questions to know how the program bringing progress in diarrhea affected children and also the status of recurrent cases.
c. Conclude with the evaluative questions to see how the project brought changes in the health of the children of five segments of Zombia district.
3. Sampling and data collection
a. Selection of five segments out of the 15 segments in the District of Zombia must be done in a scientifically designed random order. This is done based on the area of the severity of incidence of diarrhea and the total affected population.
b. Data collection must be done from at least 1% of the entire population of children in the given area or 5% of the total children who are identified by the medical department as diarrhea patients.
4. Method of measurement of the impact of the intervention
a. Interview method must be used to measure the impact of the project i.e, the impact of boiled water in curing and preventing diarrhea among children.
5. Potential limitation of your impact evaluation design
a. Cooperation of the people especially if it is not done in the local language by the NGO. Language interpreters are to be set ready for this purpose.
b. Financial limitations as the project may go slightly longer to research, give awareness, repeated intervention to reassure the practice, cure the existing patients, and waiting for the expected outcome.
c. Number of personnel required, considering the children population in the given segments.
d. The present water supply is less due to the erratic supply from the municipality. Hence, alternative sources especially shallow and bore wells are to be ensured, especially during the summer.
