Convicted sex offenders must register their residences upon release from custody. They are prohibited from living near schools, day care facilities and public parks. Some places have laws prohibiting people with children from allowing a convicted sex offender from residing in their home (paramour laws). Many offenders cannot find either a place to live or employment as a result of their conviction and, therefore, “drop off the map”, often living on the street where they are unaccounted for and unaccountable. Have such laws and registries become self-defeating where they cause law enforcement to lose track of the offenders we seek to monitor? Explain with specificity and example.
