This causes budget cuts, not allowing for reward systems and incentives to keep their current employees or encourage potential employees. Lay-offs, mandatory unpaid furlough days, holiday pay, bonuses and hourly pay cuts are the core to the nature of this problem.

This problem cannot be pointed to one single figure. It could be pointed to Kathleen Falk, an executive for Ramapo Manor statewide, as the ultimate decisions fall on her, her decision-making process and communication to her subordinates.&nbsp.
