In module 3, we saw examples of how access to land and credit are essential to food production. However, there access is unequally distributed in society across different dimensions: generational, race, gender, class, etc.

Public policy is one reason for some unequal access to land and capital. Other barriers arise from economic, social, or other institutional factors in society. Public policy can be used to reduce barriers from any source as well.

• Choose 1 barrier to land or capital and describe:
  • Who is impacted (by characteristics, such as new farmers without access to family land or resources, under-advantaged groups, or intersections of those characteristics)?
  • What is the barrier?
• Then suggest a policy to address the barrier you chose. For your policy, address how you are incorporating the following information to justify your policy choice:
  • Facts (Science/Technology/Physical Reality): Are there ways that the policy has to be tailored to account for the physical realities of the world?
  • Values (Social/Cultural): Are there pervasive social or cultural issues that this policy can assist in overcoming, or aspirations to work toward?
  • Law/Economics: Are there legal or economic barriers that the policy must overcome? Or can the policy leverage legal or market forces to create more equitable access to land or capital?
