1) Over the course of Congress’s history, committees have been formed based on several different criteria. At one point, becoming a chair of a committee or subcommittee was attained through seniority, or being the longest-serving majority party member on the committee. Currently, a more common practice for awarding these positions is based on party loyalty. Is either method a good one?
