As all blades are identical, to the observer it will appear as if the blade has not moved at all i.e. the propeller will appear as stationary.

After another 0.02 sec, blade no. 3 will be at the given position. If the second flash arrives after 0.04 sec (instead of 0.02 sec), the observer will see blade no. 3 at the position and again to him the propeller will appear stationary.
