5. Discuss the three necessary things needed stated in the "Tell Me More" podcast - Time, Money, and Talent.

A successful IT project requires time, money, and talent. Although large federal IT projects are sufficiently supported with time and money, they fail 94% of the time, likely due to the government's talent recruitment process. Moreover, the US government terminated its Office of Technology Assessment, over a decade prior to the introduction of the Affordable Care Act. The Affordable Care Act is one of several legislations, which have been integrated with IT projects. The lack of technical expertise throughout the pursuit of this endeavor has resulted in user issues regarding the ACA website. In particular, these user issues have made the enrollment process inaccessible to many people.

The integration of IT projects with federal legislations and policies is a meticulous process, which only few individuals who specialize in technology may be qualified to manage efficiently. Government officials are not necessarily equipped with the educational background to handle this process. In most cases, federal IT projects must be integrated with one another; for example, the ACA database with the Social Security and IRS databases. Databases interconnected with another faulty database may experience issues in data transfer, leading to a web of defective databases. In technology, a small oversight may cause a series of repercussions, which is why it is important to demand proficiency from the individuals involved in the development of large federal IT projects.

The federal IT budget is $80 billion a year, yet the ACA database still failed in the eyes of disgruntled citizens and government officials alike. In turn, the government was pressured to fix issues regarding the ACA database, shortly after its debut. Evidently, this budget could have been spent more effectively; however, government officials would not be able to ascertain the best course of action without acknowledging the significance of integrity and competence in matters concerning technology, as well as the issues which may emerge in their absence.

Putting the test case January and yielded a positive and valid result while anything that was not already present in the code would usually yield an error.. The issue with this is that because there is no fail safe as mentioned earlier by someone else in the code, there will always be some form of breaking in the code that will cause the program to have an error. A programmer's responsibility especially as a developer is to make sure that the code that they put out is consistent and does not have any bugs, issues, or any form of exploitation that can be manipulated to one's gain.. A program is responsibility after the code is developed is to maintain the integrity of the system and to ensure that nothing will happen that will corrupt the coder otherwise make it troublesome for users. In this week's materials the most important stuff that you need to make something is time, money, and talent. The problem with something like the Obama care website however is while it may have the resources and the time to make it it doesn't necessarily mean that the people that are making it are experienced programmers like some other companies may imply. Because of how poorly written the Obama care website was, you can tell that there was either a lot of pressure or a lot of inexperience from the people behind the website.
